Disability Benefits for People with Mental Disability and Community Mental Health


Abstract
The reported prevalence rate of people with disability in Korea has been much lower than those in other developed countries, which is due to the strict inclusion criteria for people with disabilities in the Korean Disabilities Act. According to the Disabilities Act, only motor and sensory disabilities and mental Retardation are included in the criteria for people with disabilities who are entitled to receive social welfare services. People with mental disabilities have been excluded even though they have god reason for this entitlement. This phenomenon seems to be caused by lack of strong political power of people with mental disabilities and their families rather than by a shortage of economic capacity of the country.
Disability benefits for people with mental disability could increase the incentive factors for community mental health. Especially, disability benefits will lead people with mental disabilities to live in the community and to be able to participate in occupational rehabilitation. There are several issues to take into account when we make people with mental disability eligible for social welfare service. These include development of social welfare services which are adequate for people with mental disability and harmonious with principles of community mental health, financial aspects of the services, conflicts among people with disabilities, assessment of mental disability, and ¡¯moral hazard¡¯ associated with social welfare services. In conclusion, entitlement to disability benefits should be given to people with mental disability right away, and this could make community mental health anchor down in Korea.
